Delivery control

Planned vs actual project hours: a practical guide.

Use estimates and recorded time to improve delivery decisions without turning the comparison into individual surveillance.

Purpose

The comparison should improve the plan, not assign blame.

Planned hours express the team’s current understanding of the work. Actual hours provide evidence about what delivery required. The gap becomes useful when it leads to a better estimate, clearer scope, or a different staffing decision.

Compare at useful levels

Start with project and milestone patterns.

  • ✓Compare by project, milestone, work type, role, and period.
  • ✓Keep original estimates alongside approved revisions.
  • ✓Explain major changes with scope, dependency, quality, or access evidence.
  • ✓Avoid ranking individuals by raw variance without context.
Signals to review

Look for repeatable causes.

Actuals consistently exceed plan

Review hidden work, unclear acceptance criteria, interruptions, quality issues, or optimistic estimation.

Actuals consistently fall below plan

Review conservative estimates, missing time records, removed scope, or reusable delivery patterns.

Update the future

Do not stop at reporting the past.

Use the evidence to revise remaining effort, target dates, capacity demand, budget forecasts, and the assumptions used for similar future work.
